Mr. Clemence Thomas Shio

Shio is a seasoned Senior Economist with over ten (10) years of professional experience in government policy development, strategic planning, research, monitoring and evaluation, and innovation within Tanzania’s agricultural sector.

He currently serves at the Ministry of Agriculture under the Division of Policy, Research and Innovation, where he plays a central role in shaping, coordinating, and evaluating national agricultural policies and development programmes.

Mr. Shio has extensive expertise in economic and policy analysis, sector planning and budgeting, programme coordination, and multi-stakeholder engagement at national and international levels. He has contributed to the development, review, and implementation of key ministerial policies and strategies, and regularly prepares high-level analytical reports, including ministerial inputs for budget speeches, medium-term expenditure frameworks (MTEF), and national economic reports.

He is currently the Project Coordinator for the Agriculture and Fisheries Development Programme (AFDP) under the Ministry of Agriculture, having previously served as the Programme’s Monitoring and Evaluation Expert. In addition, he has acted as a Policy Expert for the Agri-Connect Programme and as a Focal Point for several flagship development initiatives, including USAID Private Sector Strengthening, Kilimo Tija, and Feed the Future – Tuhifadhi Chakula. His work has strengthened policy coherence, private sector engagement, and results-based management across the agriculture and food systems sectors.

Mr. Shio holds a Bachelor of Arts in Economics and Statistics from the University of Dar es Salaam and is currently pursuing a Master of Arts in Monitoring and Evaluation at the Open University of Tanzania. He has undertaken extensive professional training in trade policy, climate-smart agriculture, social protection systems, environmental and climate change assessments, policy analysis, and advanced data analysis tools through institutions such as FAO, IFAD, ILO, ESAMI, and the National Bureau of Statistics.

Known for his strong analytical capabilities, integrity, and collaborative leadership style, Mr. Shio brings to Boards a deep understanding of public sector governance, development finance, agricultural value chains, and evidence-based decision-making. He is fluent in both Kiswahili and English and is committed to promoting sustainable, inclusive, and market-oriented agricultural development in Tanzania.
